Decree-Law No. 163/2006, which establishes the legal regime for accessibility, applies to private swimming pools concerning safety and accessibility for people with reduced mobility. Although it does not exclusively apply to pool safety, this decree mandates that new constructions ensure accessibility and safety for all users.
For the safety of private pools, it is crucial to observe the technical and safety standards that set specific guidelines. ISO 20380 is an international standard that defines the requirements for safety systems in swimming pools, covering everything from physical barriers to monitoring systems.
At the European level, EN 16582-1 establishes safety requirements for private pools, including guidelines on construction materials, filtration systems, and safety measures such as covers.
This standard is vital to ensure that pools not only meet quality standards but also provide a safe environment. The implementation of safety barriers is one of the most
effective measures to prevent accidents. The barriers should completely surround the pool, be at least 1.2 metres in height, and be equipped with gates that close automatically. This requirementis recommended by international best practices.
Additionally, water quality must be rigorously controlled. Standards such as EN 16713-1 provide guidance on water treatment methods, ensuring that the pool is free from contaminants for its users.
